What's Going On With The Piles and Piles of Dirt at Rohr Park?



Bonita resident Karen Henry came across a unsettling discovery on her walk through Rohr Park yesterday. The City of Chula Vista has been apparently hard at work on the Rohr Park property.


Question: Are they allowed to work on grading before the final Rohr Park Master Plan is

approved?

From July to November of this year, the path through this area had not changed much in looks. But it was rapidly changing today! Here are photos taken by Ms. Henry on earlier walks.

Walking the same pathway today, Ms. Henry encountered drastically changed surroundings. Between the path and the golf course fence, roughly 50 loads of fill had been dumped. We'll name this area Dirt Pile 1.

Ms. Henry reports:


"When I went back to the Rohr Park this afternoon, the trucks were still coming. A new truck arrived every 20+ minutes and dumped its load. 


The area between the dirt trail (path) and the golf course fence was full. 


So, another area adjacent to the ball fields was receiving the loads this afternoon around 2:40 pm.

So, another area adjacent to the ball fields was receiving the loads this afternoon around 2:40 pm.


I then followed one of the trucks to a construction site across SR-54 in the City of San Diego-- 2361 Westwood Street. It’s accessed from Reo Drive and Cumberland.

I spoke briefly to someone at that construction site. The banner said Walsh Construction. 


Apparently, they were excavating 1500 cubic yards. That 0.28 AC lot would become 4 small homes. 


He confirmed that the export trucking operation would not finish today. So, those dirt piles will continue to appear tomorrow.


A dump truck holds between 10 to 16 cubic yards (per google)."

Piles were still being added… 18 loads represented here at about 3pm.


At least 4 more loads after this pic. And the operation will continue tomorrow."

The approximate location is slightly west of the baseball fields and horse arena.

I texted the company that has done all my grading in the past and they replied "From the pictures and counting the loads, it looks like they're well over 200 yards." They sent me the following information from Google:


Night-Time Investigators


This community is wonderful for so many people that are willing to do a little investigating on their own. This group of people went out after dark to see what they could see. They reported that all the baseball field lights were on even though no one was on the field playing.





This team found approximately "89 dumps, minimum 890 cubic yards up to 1,246 cubic yards of mixed construction fill. 19 dumps in area by bathrooms where electric cars used to play, over 70 dumps by golf course, dump south of 3 mile walkway loop."



Is This Dirt Considered Clean Fill?


No. They found "ABS 4 sewer pipe, brick, concrete debris, concrete 1' water main pipe, rocks and cement with rebar. Dirty construction, not clean fill."
