"Chair Calvo sought clarification on whether the horse arena had been reinstated in the Rohr Park Master Plan. Director Carson clarified that the arena was never removed from the plan. The project is presently in the preliminary design phase, which includes processing public input and conducting a CEQA (California Environmental Quality Act) study."

WOWZA! "...the arena was never removed from the plan." That is a whopper!


I have photo documentation to the contrary from their September 26 movie night reveal. I was at the Provence House on November 20th (Workshop #3) that was packed with angry people who were told the opposite.

  • there is the Sweetwater Bike Park just down the road

  • we have the Greg Cox Bike Park in Chula Vista near Otay Valley Regional Park

  • the city is installing a pump track as part of the Eucalyptus Park upgrades

The City of Chula Vista held a meeting outside the City of Chula Vista, on County of San Diego property, regarding Rohr Park. Although the removal of the horse arena was never listed on a formal agenda, attendees were shown updated September 2025 images of Rohr Park depicting lighted soccer fields placed over the current location of the horse arena (see picture above).


Many members of the Bonita horse community and other locals attended the meeting. This raises the question: was the purpose of displaying these images to gauge public reaction to the potential removal of the horse arena without formally placing the issue on the agenda?


During public comment, many attendees attempted to speak, but Frank Carson refused to allow speakers to use the microphone, resulting in attendees having Frank Carson “parrot” comments to the crowd.


I am seeking clarification and a response regarding why images showing the horse arena removed were presented when the removal of the horse arena itself was never formally agendized or publicly noticed for discussion. Was this an attempt to measure community response to a proposal that had not officially been brought forward?

Response to "Confused?"—


August 14th Workshop #2 had two alternatives as "book ends" to communicate two levels of recreational programming. Their message at the time was that the recommended draft plan would likely be something in between the two alternatives. The equestrian arena was included in both alternatives.



Nov. 20th Workshop #3 was to finalize the Rohr Park Master Plan [staff recommendation], a step before going to the Parks & Recreation Commission and City Council. The only community input being sought was phasing of the various improvements.


The City's message that night about the equestrian arena was clear:


  • County parks would be on the hook to find a new location for the equestrian arena currently located in Rohr Park.

Response to "Confused?"—


The Provence House site is owned by the County of San Diego but it is located within the City of Chula Vista’s jurisdictional boundaries.
