Mature Trees Cut Down in Rohr Park; Will the City Replace Them?

THREE MATURE TREES in Rohr Park were chopped down last month before the Rohr Park movies in the moonlight event. The stumps were removed a couple weeks ago.
Two large pines were eliminated from the cluster between the Gate A parking lot and the large covered picnic area. A third tree was chopped down near the small children’s playground. The massive stumps measured 20-inches, 22-inches, and 30-inches in diameter.

Small changes to Rohr Park over time are nothing new. Yet, the City of Chula Vista now intends to transform Rohr Park into an active community hub over the next ten years. Their vision was illustrated in the City's Rohr Park Draft Master Plan on display at the movies in the moonlight event.
Those removed trees were near areas programmed for:
• More parking for the Gate A lot / dog park.
• More shade structures covering picnic tables
During the master planning process, a City spokesperson said the City would plant three trees for each one that is taken out.
I wonder:
• Does the City’s tree replacement requirement apply to trees removed ahead of an
approved master plan?
• Are the replacement trees (for the three mature trees that were cut down) “in the
works?”
• Where would the new trees be located?
