Park visitors know Rohr Manor as a dilapidated building sitting on a knoll within Rohr Park, boarded up and fenced off. Yet, this manor hosted public and private events before it fell into disrepair. The City of Chula Vista has owned Rohr Manor since 1966 when the City created Rohr Park. Prior to that, Rohr Manor was Rohr Industries’ [private] employee recreation center.


Parks and Recreation Director Frank Carson is the project manager for the development of a Rohr Park Master Plan. This formal planning effort began two months ago and will be completed by January 2026.


Mr. Carson revealed a couple Rohr Manor plausible scenarios at the July 17, 2025 Parks and Recreation Commission meeting. Rohr Manor scenarios being considered are:


1) Make a facade of the facility, and


2) Save part of the site with remembrance to Rohr Manor.


Apparently, saving the building has no easy solution. The City’s Department of Public Works opined that the manor is “not redeemable.” The building was surveyed at one time but is not designated as “a historical building” according to the South Bay Historical Society.


Two top vote-getters from the City’s Rohr Park visioning survey were:


Walking trail rehabilitation

Ballfields rehabilitation


Pickle ball courts were also in the top five from the roughly 1,000 survey participants.


The master plan will recommend a suite of Rohr Park projects. Project implementation would be phased. The master planning is following a prescribed process to be competitive for grants. Other funding sources, such as Chula Vista’s Proposition P [temporary, 10-year, half-cent sales tax to fund high priority infrastructure] may also be a source of funding.


Rohr Park Master Plan alternatives will be presented at a public workshop on Thursday August 14, 2025 5:30PM at the Chula Vista Municipal Golf Course.
