In a nutshell
The Planning Department's recommendations work around the edges of the Bonus ADU issues, but don't address fundamental problems such as the Program's inequality, number of ADUs, setbacks, height, and number of stories.
Our Solution
Neighbors For A Better San Diego recommends that San Diego's ADU regulations be updated to:
Apply the Bonus ADU Program citywide, allowing no more than 3 ADUs on any single-family parcel in the City of San Diego. Eliminating the "unlimited" SDA bonus puts every residential single-family zoned parcel on equal footing, giving every San Diego homeowner a clear expectation of what can be built on their neighbor's property — now and in the future.
Require a 4-foot side and rear setback on all new detached ADUs, including ADUs under 16 feet, per State law.
Restrict ADUs to two stories, per State law.
Limit the height of new detached ADUs to 16-18 feet and the height of attached ADUs to 25 feet, per State law.
Amend Planning Department proposals as noted in NFABSD's April 30 letter to the Planning Commission.
Consider all additional proposals from the Community Planners Committee, including sunsetting the Bonus ADU Program in 2029 at the end of the Regional Housing Needs Allocation (RHNA) cycle.
