The County of San Diego Planning & Development Services (PDS), Long-Range Planning Division (LRP) invites you to attend a webinar on Vehicle Miles Traveled (VMT) mitigation and related updates in advance of an upcoming Board Hearing on June 10, 2026 where we will provide an update on VMT mitigation.
"Vehicle Miles Traveled (VMT) is a fundamental transportation and environmental planning metric that measures the total number of miles driven by vehicles in a specific region over a given period (usually a year or a day). It is calculated simply as the sum of the miles traveled by all individual vehicles."—Texas A & M
The County has continued to align local policies with State requirements related to transportation, sustainability, housing, and greenhouse gas reduction. As part of this work, staff will be presenting an update to the Board of Supervisors on State law Senate Bill (SB) 743 which requires the use of VMT as the metric for evaluating transportation impacts under the California Environmental Quality Act (CEQA). VMT focuses on reducing the number and distance of vehicle trips and replaced the previous Level of Service (LOS) standard which focused on reducing traffic congestion. At this meeting, we will provide an overview of:
Streamlining using CEQA Guidelines Section 15183 for General Plan consistent projects,
Findings from the Transit Opportunity Area assessment and how land use patterns can influence VMT,
Options under consideration for a local VMT Mitigation Exchange Program to support projects that still require VMT mitigation,
Updates on coordination with the San Diego Association of Governments (SANDAG) to explore a Regional VMT Mitigation Program,
Information on the State's new VMT Mitigation Program, and
How these efforts connect to long-term planning under the Sustainable Land Use Framework.
This meeting will provide an opportunity to learn about the County’s approach to reducing VMT, supporting housing production, improving sustainability outcomes, and preparing for future land use planning efforts. Attendees will also have the chance to ask questions and hear about upcoming opportunities to participate as the County continues this work.
PDS will host this virtual meeting on Thursday, May 21, 2026, at 5:00 P.M.
