Chula Vista Council Meeting that Sealed the Deal with Sunnyside Saddle Club

Privatization: the transfer of a business, industry, or service from public to private ownership and control.


The Chula Vista City Council met on October 17, 2023 to vote on the privatization of the public horse arena in Rohr Park. Item 5.6 on that day's agenda was "Approve a Facilities Use License Agreement for Exclusive Use of the Primary Equestrian Arena and Outbuildings at Rohr Park."

The arena, originally on County land, was transferred to the City of Chula Vista.


Sunnyside Saddle Club members met behind closed doors with Chula Vista staff to secure the arena for their own use. All other horse riders in the Bonita Valley were unaware this was in the works and didn't know to go to the meeting in another city.


Only one comment was made on agenda item 5.6. Judith Tieber commented in favor (support) of the item. Her written comment appears below:

Judith Tieber is connected to Sunnyside Saddle Club and was a past president. SSC also connected with her Mt. Miguel Equestrian Center over on Jonel Road.


When this happened in 2023, Judith had two positions in Bonita: president of the civic association and board member on the planning group. Her husband, Tony Tieber, was secretary of the civic group and sat on the planning group. Conflict of interest!


Also, she never let the community know what was going on so they could go to the meeting. She deceived the Bonita community.


Chula Vista approved it. The horse people found out when they arrived at the arena and it was locked.
