Amidst Community's Fight Again "Nuisance Noise", Chula Vista is Planning an Amphitheater in Rohr Park

The community of Sunnyside (located within Bonita) is having a problem with nuisance noise in the form of disruptive commercial venues in the residential neighborhoods.
Boisterous parties occur on a regular basis, lasting as late as 3 or 4 in the morning. Residents are sleep-deprived and their quality of life is being destroyed.
The problem was zealously discussed at the October 7, 2025 Sweetwater Community Planning Group.
Sunnyside resident Jesse Connor presented "Community Nuisance Noise, associated enforcement challenges and proposed solutions through stakeholder collaboration" (Non-Action Item #6). His presentation was extremely informative and well-received by the attendees.
Chief Conor McGee of the Departmental Operations Code Compliance Division (assisted by Code Compliance Officers Gerardo Vargas & Pablo Colins) followed with a talk outlining "Code Compliance on Noise and Other Miscellaneous Ordinances" (Non-Action Item #7). It was revealed that the current noise codes are from 1982 and need to be updated.
A draft for a plan of action was outlined and groundwork will begin over the next several months. The desired effect is to come up with a solution for the disruptions caused by these unsanctioned pop-up parties and regularly scheduled commercial venues.
With that in the works, the City of Chula Vista rolls out a Master Plan for Rohr Park. Added into the plan at the last minute is an amphitheater . . . more noise for a quiet, rural community.
The Master Plan map below shows the placement of the proposed amphitheater (follow the line). It is quite near Sweetwater Road and the residential homes to the north (note the gray area).Those homes are located on a hillside and whatever is happening in that amphitheater will be projected uninvited into each and every neighborhood located there.
With one community noise nuisance trying to be abated, another is trying to be born.
